PART 1 – INVITATION AND SUBMISSION INSTRUCTIONS
1.1 Invitation to Proponents
This Request for Proposals (the “RFP”) is an invitation by the Rural Municipality of Miltonvale Park (“the “Municipality”) to prospective proponents to submit proposals for the construction of infrastructure and the provision of internet service with a minimum download speed of 50 megabits per second (Mbps) and a minimum upload speed of 10 Mbps with an unlimited data allowance to as many properties as possible in the municipality which are not already able to reach this level of service – by February 20, 2019.
The Municipality has received funding though the Notional Allocation of the Gas Tax Fund through the New Deal for Cities and Communities. This funding is to be used to improve broadband capacity in the municipality. Broadband connectivity is defined as infrastructure that provides internet access to residents, businesses, and/or institutions in Canadian communities.
While the core proposal should be based on a municipal contribution of approximately $181,000, providers are asked to detail what additional contributions would be required to include areas or roads not covered in the core proposal. In addition, the Municipality will consider add-ons to the core proposal, such as improving wireless service for those properties not included in broadband service proposal. While coax cable or fibre op are the preferred options, the Municipality will entertain proposals which provide alternate methods to improve the internet service for our residents and businesses.
As it may not be economically feasible to completely service the municipality at this time, Telecommunications Partners may divide and price the project in phases, with the expectation that phase one, at a minimum, will completed by February 20, 2019
The Municipality will enter into a funding agreement with the successful Telecommunications Partner (TP).
