Subdivision in the PURD Zone -Sleepy Hollow Road PID 283226

 

June 18, 2025 Council Meeting

Motion 2025:69 – Moved by Councillor Paul Poole, seconded by Councillor Jamie Taylor that Miltonvale Park attach the following conditions to the Preliminary Approval of the subdivision of PID 283226 into 39 lots for 62 dwelling units:

  1. Development agreement signed, including, but not limited to the following 
  • to address sufficient maintenance staffing levels for the development,
  • to address concerns about security and safety,
  • to address/clarify the mix of social and affordable housing in the development,
  • to address leasing undeveloped portions of the entire proposed development to the municipality for agricultural purposes,
  • to address that construction work stops and the Provincial Archeologist be notified if artifacts are found,
  • The Developer agree to construct a trail on the property to connect it to the Community Park,
  • Trees be planted between the development and the Community Park.

 

  1.  Subdivision Proposal will be approved in phases of a maximum of 20 Lots.
  2.  Land for Phase 1 and 2 of the Development is turned over to PEI Housing Corporation 
  3. Design and Location of Open Space Areas and/or Park Use such as: Green Areas, active transportation routes or trails systems, and how much land in % will be deeded to the Municipality. The Development Bylaw requires up 10% of the area of the Lots being subdivided.
  1.  The presentation of Landscape plans and building design/types.
  2.  Survey plan presented that includes where the structures are going to be placed (minimum circle diameter), setbacks for the PURD Zone, and contour topography of the parcel with at least 2m (6.5 ft) contour lines.
  3.  Highway design drawings according to standards and a stormwater management plan prepared by a licensed engineer, involving the construction of new roads and paved shoulders or sidewalks within the development, and the inclusion of fire hydrants.
  4.  Proposed surface water drainage patterns and designed drainage features, and other existing features, including buildings, watercourses, wetlands, buffer zones, wooded areas, and areas subject to flooding or erosion
  1.  Delineation of heritage burial(s) site(s).
  2. The development be serviced with underground electricity.
  3. Submission of seven (7) copies of a legal survey plan showing the subdivision of 39 Lots off PID#283226 (55.87 Acres), located at 371 Sleepy Hollow Rd, Milton Station, as shown on the plan prepared by CBCL DWG No 2422605 dated February, 2024.
  4. The survey plan must be certified by a licensed Prince Edward Island Land Surveyor.

About April 15, 2025, the developers asked that their application be paused, so it was not addressed at the Council meeting of April 16, 2025. Council was notified on May 26, 2025, that the application, as presented at the public meeting can continue to be considered, at the Planning Board meeting on Thursday, June 12 at 7 p.m. and the Council meeting on Wednesday, June 18 at 7 p.m. at the Milton Community Hall. Rural Municipality of Miltonvale Park Public Meeting

After discussions with the municipality about the Subdivision and Zoning (Development) Bylaw in the fall of 2024, an application was received on February 3, 2025, to subdivide 33 lots from PID 283226 at 371 Sleepy Hollow Road, Milton Station, to create housing for people on the Province’s Social Housing Registry. The application was revised on March 17, 2025, within the same area, but the application now requests 39 lots. The change was made as tiny homes will be ready for this phase of the project, but the future concept for the entire proposed development had tiny homes located in a later phase.

The original application was for 44 Semi-Detached Dwellings on 22 Lots, 10 Single Unit Dwellings on 10 Lots, and one lot with a multi-unit dwelling of six units (60 dwelling units)  The revised application includes 36 Semi-Detached Dwellings on 18 Lots, 20 Single Unit Dwellings on 20 Lots, and one lot with a multi-unit dwelling of six units (62 dwelling units).

Applications in the Planned Unit Residential Development (PURD) zone require that a public meeting be held. The purpose of the public process for the PURD zone is to receive comments on the design and overall mix of the proposed development.

The public can view the proposal at the Milton Community Hall during office hours and was invited to attend the public meeting and make presentations to Council.

The City of Charlottetown has approved the request by the Province to service the first 39 lots of the planned development which the Province hopes to extend in future years, and may include affordable housing.

Written comments will be accepted until 9 a.m. Monday, March 31, to admin@miltonvalepark.com or delivered to the Council Office at the Milton Community Hall at 7 New Glasgow Road, Rte 224, North Milton.

Minutes Public Meeting -March 25, 2025

The application and feedback will be considered at the Planning Board meeting on the rescheduled date of Wednesday, April 10 at 7 p.m. and then it is expected to be addressed at the April Council Meeting at 7:00 p.m., Wednesday, April 16 at the Milton Community Hall.  Anyone wishing to attend these meetings is asked to please register at admin@miltonvalepark.com or 902-368-3090.
